It might be possible.
Campus Police might indeed take someone into custody, maybe even Mirandize them, and then quietly release them from custody sometime later, and not enter their arrest data into the NCIC. In that sense, it will be as though the arrest never happened, since it wasn’t reported to NCIC.
This of course is surely a violation of departmental policy - but hey, cops never violate policy, right?
I could easily imagine something like this happening for the “correct” sort of person (certain faculty, children of major donors, student athletes, other “privileged” people) in the case of a nuisance type crimes like drunk/disorderly, disturbing peace, etc. This sort of stuff happens in small town police departments all the time - I cant imagine a university dept being any different.
