You don't need it if only transiting the UK, and the EU one will be the same way, since if you are transiting the EU (say stopping in Paris on your way to the middle east), you don't enter the EU at all.

If you think applying for an online visa waiver is too hard then you probably shouldn’t be travelling.
You obviously think border control is purely about tourism and not about controlling who does or doesn’t enter a country.
It would probably be more ridiculous if the UK didn’t have some sort of Visa or Visa waiver program for Europeans given break up largely driven by migrant and border issues.
