Or not high enough to be mandated to file
But say the IRS was interested, what could they do? Pope Leo doesn't need a passport from the US or a bank account...

He is still a US citizen and required to file incomes taxes.
All benefits are taxable.
He should have been paying taxes in previous years.
everyone doesn't have to file... and if the IRS wanted to go after him, they're toothless

Everyone DOES have to file. I've been an expat for the past 20 years, in multiple countries, and my "tax guy" makes this very clear. Every US citizen abroad has to file, every year.

Boris Johnson, former UK Prime Minister, even received a bill from the IRS; he'd been born in the US, so had dual citizenship. He had a tantrum, paid it, and renounced his US citizenship. https://www.bbc.com/news/uk-politics-30932891

You don’t have to pay taxes on money you make in other countries if you’re not living in the US.

This is incorrect. EVERY US citizen has to file each year while living outside the US, regardless of income, even if you earn below the threshold, and even if you earn nothing.

Ridiculous. There’s an inefficiency there and I didn’t need a 23-year-old MBA graduate to spot it.

Yes, you do. I have, in fact.
