No. It's incompetence plain and simple.

This is the beginning of a months long process. Congress won't be signing a blank check over. FBI should have sent up their congressional budget justification with the request that came out last week from OMB. That's what she is talking about and what he seems to have zero idea about.

There is plenty of time for Congress to ask all the questions later, but it's embarrasing for him to show up for his budget hearing and have no idea about it.
