I'm not particularly a fan of most of what you mention here, but only the student loans were constructed as loans. The others were always giveaways. No one ever agreed to repay them, unlike student loans.

So what if they did or didn't sign an agreement? Why should they have gotten the money in the first place? Why is that so much more important than having an educated workforce?

No loans are forgiven. They're tranferred to the tax payer.

It is a shame President Trump didn’t play hardball with the oil industry, facebook, twitter, amazon etc and get more corporations to pay taxes. You can agree to something that has never been asked.
