Many have moved up from even fifth teams, I know a girl on top team who started fifth out of rec joining travel soccer in elementary school through Loudoun Soccer.

Valor didn’t announce all of their coaches. Probably so they can hide which teams have vacancies. But they actually do have coaches for most (if not all) their second teams. It’s their third or lower teams that they haven’t filled
