We all ended up leaving at the same time and as I was pulling out of the parking lot 5 of the girls got in front of my car and began twerking and showing off their behinds laughing. Parent said nothing but laughed. Who is parenting these kid?!

Dancing like strippers. I see why op was concerned.
Oh stop. Have you ever even seen a stripper? Kids don’t dance like them at all. Kids wiggle their butts back and forth because they think butts are funny.
It’s a natural human move to dance by wiggling back and forth. Don’t you ever just put music on and shake it a little? Or do you do an Irish jig when you feel like dancing?

I was waiting outside a Starbucks and I heard a mom with too kids exclaim: “smells like pot. Mommy loves pot”. I wouldn’t be surprised if the kids are given how nonchalant this woman was.
