Yep - this. And he was teased for saying he would lock up budget surpluses that Pres Clinton left to help fund the social security shortfall...but just imagine if that would have been done.
3 biggest Dem errors in my lifetime:
1) Not fighting for Gore or at least supporting him in re-running for a second time.
2) Not allowing Bernie to run a fair and even pres nominee race when clearly there was a populist swing No. I love Bernie but he is not a Dem.
