she should travel coach, govt travel pays for the lowest fare. She can pay to upgrade it out of her own pocket.

I kind of expect there to not fly to Dubai at all in a way that uses taxpayer funds or is corrupt/ involves quid pro quo. And if she does, then yes she can fly coach.
