I could imagine doing it by pay period if you're really doing the bump and retreat thing. It would give the first set of people a few days to decide whether or not to accept the offered bump/retreat job before making the next set of rifs and bump/retreat offers.

I'm not saying that's what they'll do, but someone on reddit posted a memo from IRS that described the typical process. So it's seeming like that's the directly they're headed.

Nope, at my agency it sounds like they are going to illegally reassign some people to other divisions then RIF the rest of the people who aren't reassigned. They have no intention of doing the work for bump/retreat or bothering with tough things like seniority and vet preference.

Is there any way to tell if we will be RIF with DSR, RIF without DSR, or Schedule F.

I’m VERA eligible, but would prefer to keep working but need health insurance if I’m RIF or whatever they are calling this process.

I wish there was some clarity so I could have informed choice…

If so, I doubt they will RIF anyone; they want new blood, they are not rehiring anyone

Well, the commerce part of commerce. I don’t know about the sub agencies, but they are more specialized and more political. Commerce is pretty generic so will be likely just standard RIF.

I think there must be some boring agencies they just want to shrink not transform, right?

There are specific policy goals of this RIF not just a general cost cutting. You don’t accomplish that by retaining whichever random employees are Vets and been with the gov since the Clinton administration — they close offices, MAYBE eliminate job series.

Probably no agency does a normal RIF
