You misunderstand.

He can do both.

It was a Russia ploy because he excluded Russia from the tariff list entirely but included penguins. They are insulated from the impact in their own economy, that was the point.

That isn't what happened here. Look at the buy calls for the QQQ and SPY...they were being front run all morning while the markets were down again, and then BOOM. All of those calls were good and over 300 billion was made by those in the know.
