Actually, in terms of time, it is. The recommendation is 30 minutes of cardio at least 5 times a week for cardiovascular health. Stretching and strength training is in addition to cardio. For most people, stretching and strength training doesn't raise their heart rate enough to count towards the recommended cardio.
Exercise INCLUDES stretching and strength training--it's not an entirely separate item on the list.
