He first method seems like a huge overestimate. The second method might get you to 700.


around 200 took the fork. why would you be surprised that 500 took VERA/VSIP?

Because it does matter. They have a headcount target. Just not sure why it’s a state secret.


Who is "they"? The current career leadership? The acting Chair? DOGE? Chair waiting to be confirmed? OPM / WH / OMB?

There are no answers because no one knows - none of this is rational or planned out. That much is obvious.
