I know nothing about any DCPS schools other than the ones my kid attended.

Are you going to pull your kid for the IB for K? If so, I'd do OA if the IB school is bilingual and Mann if it isn't. If you would instead stay at the school you start at for PK4, consider if you have a preference for their middle and high school pathways (knowing you'd still have rights to your in-bound ones), if the commute is better, and what a bilingual education is worth to you.

I don’t know if Mann kids going to private speaks to the quality of the education or just the demographics of the kids who go there…

Does it though?

Yes. We’re a Mann family and based on parent small talk, many of families that are leaving for the top private schools already have older kids at those schools and the overwhelming sentiment is how grateful they are with Mann for preparing their children so well for NCS or Holton or wherever their kids are going. These families just wouldn’t keep their younger kids at Mann if they thought they would struggle in private or have to catch up.
