There are different types of smarts. He is definitely not academically smart.
He does get show business, though, and how to tap into people's anger and baser instincts. He learned that during the Apprentice and even wrote about it in his book.
He's manipulative, that is true. Is that "smart"? Evil smart, maybe, but not "smart" in the sense of the word that most people use.
He throws things out and gauges response. If something falls flat, he moves on. If it gets a reaction, he cultivates it. It's like how my dog does not like liver-flavored treats so I ended up with a bag of training treats that was never used. Peanut butter, otoh, is a hit so it gets used. If his base jumps for the treat, it becomes part of the repertoire.
The people who build the apparatus with him do something similar. If a recommendation goes nowhere, they reconfigure it until they get a response.
You can get animals to do very complicated tricks that way.

I’ve actually thought of this before. The only reason he became a republican politician is that he realized that was a character he could play. He would have loved to hang with the liberal elite, Hollywood types and have their endorsements. But that was never going to happen. Maybe if they had given him the slightest reason to believe he could be one of them, none of this would have happened.
