Only a very select group get buried at Arlington. It's not open to everyone. High ranking, certain status, war hero....

It was Thursday, March 27. The kite flyers were today, Saturday March 29. The kite flyers are about 0.01% of a concern compared to the honor flights crossing over the runways at 350 mph at 800 feet.

Officers who are college educated and extensive training. The issue is the military and civilian systems don't communicate easily.
