Harry was both Dexter’s and Debra’s father. Dexter is Debra’s half brother genetically.

Correct. Harry is not the biological father. The Ice Truck Killer and Dexter had the same mom and dad, they were full siblings. They were both said to have turned into sociopaths after witnessing the murder of their mother.
