A club cannot refuse to release your card as long as you have met your financial obligation to them. If it is a Virginia-based club, you simply reach out to the VYSA travel registrar and explain the situation. They will contact the club and ask if you have fulfilled your financial obligation. Unless the club can prove that you have not, then they have to release your card or VYSA will do it.

If you are paid in full for the current year there is nothing legitimately a club can do other than hold your player card from preventing you from playing officially with a new club.
