I had this happen a few weeks ago except it was night. At like 7:50, the pilot said "we'll be on the ground in 10 minutes". 30 minutes later we finally landed. I travel a lot and am not a nervous flyer but the crash messed with my head... I was borderline having a panic attack as we flew very low with no explanation as to why we hadn't landed yet. I thought we were circling but I looked at the flight path later and we'd gone all the way out past Dulles and back.
That's often how you circle around DCA, although it is also how the landing pattern shifts when they change runway direction.
