All MLSN clubs communicate the no HS rules as dictated by the league rules. Few if any dedicate resources to enforce it.

To clarify on the rules, MLS Next allows for the waiver where the player receives financial aid OR was accepted into a private high school based on soccer skills. There are definitely MLS Next kids getting waivers based on the second criteria. I have heard that MLS Next is cracking down in the sense that they are asking for documentation to show that the waiver is appropriate (school and club have to sign). Also, some MLS Next coaches are totally fine with kids playing HS (if they get the documentation for the waiver), and others have a strict rule of no HS soccer, regardless of waiver eligibility. (I personally think it should be between the player and coach and not require a waiver at all; if the issue is risk of injury, then the individuals involved can assess).

Both of these things are true. There have been players violating the rules without any punishment. MLS is cracking down and has notified the clubs they will enforce the rules and seriously penalize for violations.

My player plays HS against several of MLS next starters- players who dress for games and play. These players all know each other. So it’s easy to know whether it’s happening. Which it is. Maybe there are waivers in place - who knows. It’s a bit of a loophole that allows for it. It would be false to say that these kids are not dressing for MLS next games AND playing HS though. Players have been featured in the Wash Post—for their HS performance/impact.
