I agree with you but do we know yet why this particular child wasn't vaccinated? The child could have been a new immigrant without access to free vaccines (or the mom was unaware of how to access them). Or the child could have been unable to get vaccines due to being immunocompromised. If either of those conditions apply, I can't place blame on the parents. But I can place blame on parents who don't vaccinate by choice thereby leaving other children vulnerable due to low herd immunity.
