It has been around, but in the men’s side (I know little about the women’s), the limitations on when and how many times you could transfer limited use. The changing of those rules has significantly changed recruiting at the D1/D2 levels and I do not think it’s going back.
Plus, NIL is also changing things on the men’s side, and that impacts the portal.

In the past couple of yeas a tremendous amount of European players have been picked up by D2 and lower-mid level D1 programs. Both portal and foreign players are a significant factor if that's your target area for playing soccer. Does not seem to be happening much with P4 and Mountain West Conference Schools though. For those schools it's really the portal players.
