EOY spending. Agencies are incentivized to surrend their entire budget, which leads to buying unnecessary things at the end of the Fiscal year.

Agencies who return money to the federal budget need rewards. Maybe they get to keep 25% of what they return in a rainy day fund that carries over indefinitely, and they still get most of the overage in the following year’s budget? So if an agency saves $100, they get 25$ to invest and then they get 75$ in next year’s budget. Thoughts? What would incentivize your agency to return unused funds?

Whatever boondoggle was behind the endless excavation of the pocket park at 6th street be and Rhode Island Ave. (officially to fix the sewer system, but took years and years). Also the constant digging up and replacing of New Jersey Ave NW.

If you have something related to the DC government, they have an Office of Inspector General you should contact.

I was on grand jury for 9 long months twice a week and I would say contracting needs more oversight. From the goods "delivered" to what was actually ordered. So much fraud surrounding these type of actions.
