Our favorite is Shutters on the Beach in Santa Monica. We’ve stayed there multiple times, and it has never failed to impress.

I think Shutters is tired. On our last trip we stayed nearby at Santa Monica Proper and thought it was great.

Casa Tropicana is a small boutique hotel in San Clemente. No pool but right across from the pier and ocean

We enjoyed our stay at The Seabird in Oceanside.

The La Jolla Shores Hotel has a great location right on the beach. It’s not super luxurious, but we loved staying there

We vacation in SoCal a lot. For $700/night max (sleeping 4), it's going to be challenging. I just looked up several options that we've enjoyed in Laguna, Huntington, Coronado... and none were under $800/night. Yes, you can find a nice place, but being on/near the beach is going to be hard unless you go down to 2 stars.

Pasea Hotel in Huntington Beach. Great location and walkable to many places in the area. Next door to a great outdoor mall and eatery me in front of the beach.

For the Del, stay at one of the ocean front beach cottages. The main hotel is kinda run down

Manhattan Beach and Hermosa Beach are fantastic beach towns in LA - Shade Hotel in Manhattan is nice.
