By following the rules that are in place.
Now one problem is that there are so many rules to prevent abuse. Pick your poison.
Example: travel requires a lot of work to comply with the rules, which in many cases cost tax payers more. For instance, let’s say, one gives a research presentation on Monday in Rome, then attends a conference on Thursday in Florence, one has to fly back from Europe to US on Tuesday and then back to Europe on Wednesday night. Can’t take annual leave either.
Or the ethics rules about not taking outside money. For instance, my spouse pays for coffee and pastries when they have seminars for visiting speakers. On the other hand, she’s not allowed to take an honorarium from giving a speech at, say a university, not even if the honorarium would be used for the lab to pay for said coffee.
