I would let mine go. Well, my 19 year old is an adult so she decides where she wants to go. But I would be happy for her to go.

3- and 4-day desert tours are very common from Marrakesh to Fes and back. She will be going where lots of other people, in groups, are going. Yes it is a remote area that covers much distance but it is also a very popular tourist destination. As long as she goes with an established tour operator, she will be more than fine. Moroccans are keenly aware that tourism is a major driver of their economy.

We need one of these for the US, cause depending on your skin color, US isn’t exactly safe either

We chose a tour group to do this and felt completely comfortable and loved the desert excursion. Morocco is amazing! That being said, I wouldn’t be ok with my 21 year old daughter doing it with just a couple friends. Get her to join a larger group.

Friend of mine traveled fairly extensively, and Morocco was the one place she complained about being on the receiving end of harassment in the streets as a young female.

Wouldn't necessarily stop me from going, but your daughter should be prepared to handle that.

OP, what safety issues are you worried about?

Morocco is safe. I'm going there next week, with no worries.

The Imlil thing was very rare--assaults and murders take place in the US far more frequently. OP's daughter won't be going to Imlil anyway if she only has 4 days total. If I remember correctly, those tourists were climbing Mount Toubekal which takes a few days.

Land the helicopter, people.

Young people, especially young Americans, are naive and think they are invincible. Morocco is not a good choice for a young naive person without a lot of travel experience. Older adults who are experienced often go with a guide because they do realize there are dangers.

"Let"? Seriously? For a 21 year old?

Are you funding this?

This is sort of dumb because it’s not weighing the same factors.

Make sure they know not to eat salads or tap water if they are not sure of the filtration.
