What happened to his last job?


He is at Houghton Mifflin, running an initiative that about model schools. He started there about 2 years ago.

Prior to that, he ran PDK International, which had a healthy financial reserve until Starr got there- he ran that organization into the ground, and left after spending through PDK’s funds. Starr is a guy that looks busy, but is unproductive. Mostly, he likes posting to social media.


He left there 3 months ago. He posted about his departure on LinkedIn.

Add that MCPS teachers filled the courtroom supporting convicted sexual predator John Vigna. Teachers supported a predator and Starr kept Vigna in the classroom so he could sexually abuse additional students.

Long time MCPS teacher here. He was generally well liked by staff. He seemed to have a better understanding of children and education than any of the others I’ve worked for (I was hired under Weast).
DCUM hated him but they hate everyone. Truly, they b@!$! about every single one.

Starr focused on THEORY of action but took no action.
Total waste of our districts time and resources.

Absolutely horrible! He ran MCPS into the ground.

Staunchly defended 2.0 despite teachers and parents screaming about it.
Focused more on trying to make a name for himself rather than running the school system.
Always had his head in his phone when community members were speaking.
Couldn’t manage his way out of a paper bag.

It was Starr who started it.


No, it was developed under Weast, who made the deal with Pearson. Starr was hired right before the rollout though, and was a major proponent of 2.0.
