I am a DC landlord who sees hundreds of housing voucher applications. DC is not in danger of running out of kids. Non-wealthy DC citizens are not choosing not to procreate.

Wealthy? No. But if you can’t afford childcare, and the other parent doesn’t have the earning power to support the whole family so one parent can stay home? Yes. This is not a surprise.
