Find some books for his age range that are FUN to read. For example, when he is ready feed him the Wizard of Oz books. Most people don't know that the are a long series, not just the Wizard of Oz itself. Mystery books, westerns, whatever he likes. The liking part is key.
I had a reading deficiency in early elementary school, found books I liked and became a lifetime reading fan. I ended up with an 800 on the College Board English achievement test, and National Merit finalist, and a top of the Ivy League English major.

Ugh. Those leveled readers are crap. I looked at the book a level A student should be able to read in mid year kindergarten. It has spelling patterns that have never been taught and probably won’t be taught at all in kindergarten.

Not really. The quality of K-12 education in US is really low. US standards are not world standards. If OP is an educated mother, it should be a source of concern to her if her children are not ahead of the curve.
