No, because he is a city kid and there is nowhere he needs to go to justify $15k (minimum price), teen insurance, and other expenses coming with owing a car.
The car would sit at home rotting away.
He is moving to VA possibly, but the college is like 2 miles away.
I would give him my Cx-30 once he really needs a car. One of the safer SUVs as it is low and wide.

When my oldest was 19, we needed a third automobile. We decided to buy a new base model Honda Civic. With better interest rates on a new vehicle, it ended up being cheaper than anything used we were willing to buy (didn't want any vehicle with high miles.).

I let my 17 year old son use my 2015 Subaru Legacy. It drives like a grandma car and has every safety feature I could afford at the time of purchase.
