Why are you focused on public schools? Some private schools will be cheaper with merit.

New Mexico for the win. Also the Dakota flagships.

I know students who had lower scores than yours who got significant merit aid from small private schools that you probably haven’t heard of yet (I don’t remember the names). Those kinds of schools list their tuition as $75,000, but then give big discounts to lots of people. Find those.

Also, Ohio Wesleyan, Juniata, Clark U., St. Lawrence.

Truly, Mizzou will give the best deal because she will likely be eligible for merit there.

If she can get SAT to 1420, she would be eligible for the Presidential scholarship at Bama (28k), bringing OOS cost to just under 30k

University of Iowa has a relatively low OOS tuition and they gave my DS 10K merit aid for the 2023 academic year. The total cost would have been 30K. She sounds like a potential candidate for the honors college as well. Iowa City is a great college town.

Not gonna happen. I cannot think of a single OOS public school worthy enough to attend over Mizzou, that will come in at 30k COA.

Has she visited the schools in Missouri before deciding she doesn't like them. If not, go on tours and pick a decent time to go if a junior go in spring or early fall. There are some decent ones. UAB has a lot of scholarships if looking for some deals.

I lived in Tulsa for a few years, and the University of Tulsa drew in a lot of students from the Saint Louis. They have very strong merit, even for rich kids. (I know of a surgeon's kid who got a full-ride!). University of Arkansas and University of Oklahoma are strong choices, too. /// Indiana might be a good choice with Butler University (strong merit), so might be Purdue/Indiana. /// University of Kansas and Kansas State are strong options, too.
