I have lived near Frankfurt and London, and visited Rome. Rome would actually be my top choice (but only in fall), Frankfurt second, London third, Dublin fourth.
If you go to Frankfurt, head south and west, as the above poster mentioned. Rheinland Pfalz, Saarland, and the Alsace are all beautiful in the summer. Personally, that and Rome will feel head and shoulders above London and Dublin.
