This. He needs to embrace the culture, OP. Encourage him to sign up for rec leagues. Sports is big in this area. Lots of teen boys do HS sports in addition to a rec or travel sport. I have teen girls with boyfriends. Both boys play HS and some type of rec or travel team. The boys on the rec/travel team will hang out with their teammates after a game- grab something to eat, play cards or video games at someone's house, etc. Other than that, the kids like to hang out at each other's houses, go to McDonalds, Chipotle, Montgomery Mall food court (we're in MoCo), movies, etc. In the winter, a group on a rare occasion will go snowboarding. There are definitely more options in the spring/summer/fall.

OP, ignore the American footballers- that may be popular in rural areas, but not so much in suburban or urban areas. There are some areas in the DMV where underage drinking and drug use is tolerated, but that is not the norm. It’s a slippery slope.
Encourage your teen to join community teen clubs they are interested in - they will make friends there.

OP you appear judgmental in your posts. What grade is your DS? Has he PLAYED soccer before? How did he find his current friend group, do they share the same interests?

It is the middle of winter and right after the holidays. Maybe the kids want to lay low for a few weeks.

Sounds like he's spending his time judging his peers and their hobbies. I get what they don't want to hang out with him.

DP. Where are you in VA? There are lots of soccer leagues around.

I don't. He needs to ask international students, if you work ask guys at your job in their 20's who are from other countries if they know of one.
