Subject: 4 years of language? Summer class ?
If my child drops out of foreign language to accomodate other subjects, however through self study if he registers for AP spanish exam for May of Junior year, will that account for college or will they see it was not done during school year?

She didn't take the test. She was not interested in continuing the language in college but wanted to have 4 solid years of a language.
Yes-- even if you take an AP class in summer, you have to wait for May for the test. (But note that anyone can sign up for the test, whether you've taken the ap class or not. So there's no problem registering for it then.

Some school districts do not count middle school languages and MCPS French 4 is the same as French 2. I think taking it all 4 years in HS or getting to AP is the gold standard but only matters if you are applying to super competitive schools.
What do you mean that French 4 is the same as French 2? Do you mean French 4 in MCPS is the same as French 2 in Montgomery College?
No MCPS starts counting "HS level" classes in middle school. Many school systems do not. When many colleges look at a transcript, they will look at the 2 classes taken in HS. They will not care that they are numbered 3 and 4 by MCPS.
They’re not stupid, they’ll know it means the kid spent more years in that language than a kid doing 1 and 2. And they will take the difference into account.
But many kids take a language in middle school that does not show up on their HS transcript. It does not mean MCPS kids have more language.
In MCPS, HS-level classes taken in MS do show up on the transcript. This is true for languages, algebra, geometry, and tech. (Maybe there are some others I'm not aware of.)
