Agree. I land at Dulles a lot and it takes FOREVER for them to stop taking at the cell phone lot, get in the car, drive to the pickup area. I park at the terminal instead, especially since work is paying.

In my driveway for 5 mins with my kids jumping around excited to see me. Painful five minutes!! But now the cabs do the credit card quicker. So I’d suggest trying Washington flyer if you’re out of Dulles.
