There's no specific mention of MD clubs in the MA Conference. Only VA and NC. Also, there's no general reference to DMV or anything of that sort so I think it's not unreasonable to assume that the defacto date of May 1 applies to Bethesda.

So then the answer is those dates do *NOT* apply to U12 players.

So ECNL RL kids can’t go to ID sessions until March 1? Always thought it was just for ECNL.

So yes if you are carded on a current team within the ECNL ecosystem, you cannot tryout for another ECNL/ECRL club until March 1. Does not apply to "pre-ECNL" as this isn't really an ECNL supported league nor are players carded through US Club/ECNL.
I believe PRE-ECNL is treated the same as ECNL/ECRL as far as ID sessions . I reached out to a couple clubs and they said March 1st. If anyone on a PRE-ECNL team trying out for a ECNL team is hearing different I would love to know.
Isn’t there a difference between Bethesda in MD and the VA ECNL clubs? According to the ECNL website, Bethesda U12 / 2013s are in the Pre-ECNL North Atlantic Division, along with 2013 teams solely from other ECNL clubs. The 2013s from the VA ECNL don’t seem to be anywhere on the ECNL website. Based on Rankings app, it looks like the 2013 VA teams play in VPSL and EDP.

For clarification, the "Designated Tryout Date" (DTD) is May 1 for ECNL clubs in many parts of the country. Virginia clubs in the Mid-Atlantic Conference as well as ECNL-RL (VPSL) teams in Virginia have a modified DTD of March 1. There are other parts of the country that have modified DTDs, as well.
Also, Pre-ECNL players are carded through US Club Soccer just like ECNL/ECNL-RL players are (see Exhibit D in the ECNL Competition Rules).
