Many of the coaches who coach Super Y are third or fourth team coaches. You will NEVER see a top team coach waste time with super y.

No the PP, but the rules say (or at least used to say as of last year) that clubs are only required to roster 25% of the team that played during the summer for the Finals in Tampa. It's conceivable that a team takes only 4 or 5 of their summer players to Nationals. Totally sucks, but that is permissible per the rules.
