That wouldn't work in HS as teachers require kids to turn in paper assignments via taking pictures and uploading them.
That seems like a solvable problem

Are you saying schools should not have or enforce rules about how students use devices because it's not their fault if students abuse school devices?
How about putting it on the parents who aren't restricting the phones or monitoring them.
And what exactly does putting it on the parents look different than what exist already where parents clearly aren’t doing their job?
Call the parents and tell them their kid is a nightmare and send them home/suspend them. Simple.

Yep, it's to track how and who filled out what. Typical of them to want to go after who said what instead of fixing the problems that are being said.
