The best Chinese restaurants are NOT in Chinatown.
I don’t know if “the best Chinese restaurants” are in Chinatown, but they are really good. Far better than you can find most places in DC. At the end of the day, I love a good meal, but when I travel, I’m not on Yelp and other review sites, looking for the “best” so I can get validation from others. Strange way to live.

I live in SF and do NOT recommend tourists stay in Lower Nob Hill, unless they're from NYC. They won't be able to handle the drug use, the homeless, the crazy, etc.
Have you been there recently? It was in a great location. Yes, walk three blocks south, and there are lots of homeless people. Don't walk down there, and it was completely fine.
I walk from Hayes Valley through Civic Center to downtown about once a week, so yes. Nob Hill proper is fine. The further downhill you go, the less fine it is.
