They are almost certainly new trainee loss prevention employees, who are either practicing or just not very good at their jobs yet. Their role is to keep Target from losing so much merchandise that they raise prices or are forced to implement onerous security measures. Or to make sure that you want to buy the candy, it's on the shelf and not under someone's coat or tampered with. You could have been targeted for no better reason than their assignment was to trail the 20th person through the door that day.
I once lost my child in Target. As soon as they heard me calling her name, several undercover security people materialized and helped find her in the store. After that brief moment of panic, I wouldn't care if 5 people trail me at all times.

When I worked at a department store, the head undercover security officer was a pony-tailed sneaker-wearing mom. She circulated briskly through the entire store. I saw her most frequently on the escalator.

It is kind of creepy because you wonder whether they are mentally disturbed and a possible threat or targeting you for theft. Or are security.

OP, yes, Loss prevention follows people around this time of the year especially if you are in the store too long. No big deal. Just turn around and ask them if they are following you and they will leave you alone. Or call a team member and tell them there are these people following you and they will stop. Obviously if you were a thief you would not bring attention to yourself by confrontation.

Wow. Why so confrontational? These people are doing a minimum wage job and you’re going to mess with them? Just ignore or nod and smile and then ignore. Why make their day harder?

I was carrying an expensive purse but I had it slung over my body cross-body style. I did have two people station themselves on either side of me once when I was shopping in CVS. I got nervous and took my purse out of the shopping cart and slung it over my body. They left immediately.

OP again. Sorry, I forgot to add that the ironic thing is that I own tons of Target stock but now I don’t feel like shopping at Target. It might be time to sell it.

My thought would be that the person is scoping me out as a target for stealing my purse or engaging in a scam. I'd move away to a different aisle and revisit that one once they are gone.

was this the rt 7 target? THEY ARE THE WORST!!! and follow anyone even people NOT stealing then when I see people stealing and report it they do nothing! I stopped shopping there.

Target's philosophy is that every store patron is a potential thief--which is why Target's stock plummeted recently.
