There are 55 federal buildings in DC, most of which can't or won't be moved or emptied, including the White House, the Old Executive Building, The Capitol and Congressional office buildings, the VA, courthouses, the FTC, IRS, US International Trade buildings, several other historic landmarks. As it is, the federal government only uses 12% of the 90 million square feet of building space it has. That 12% is pretty essential stuff.
