I'm not in the area anymore so unfortunately can't recommend a salon. The service is often called a "structured gel manicure" because the overlay gives structure to the nail but there's no extension.
Typically builder gel is a softer more flexible gel that can be soaked off with acetone to be removed completely (like the Luminary my salon uses) but I believe some brands/products are harder so it has to be filed off to be removed completely. I think that's the distinction between "soft gel" and "hard gel" but it's kind of confusing.
I've been getting the Luminary gel for a year and she's never had to remove it completely and start over, she said she'd only do that if I waited a really long time between fills or if I had a lot of lifting. She leaves a thin layer and applies new gel on top. Sooo much better than gel polish manicures where they would always buff/drill the nail before every single application which turned my nails to paper they were so thin.
