Genetics.
Diet exacerbates it.
Surgery will remove and tuck it up. No other real options. No amount of exercise will help it, will always be flabby "bat-wings", even if you go anorexic, just smaller wings.

Not OP. I am tight everywhere, and do cardio etc.., but I can’t get rid of this area. It’s so frustrating.

What is your body fat?

20-24% depending on the time of the year. 20%in the summer with soccer added to the mix. 24% with the holidays season 😜

You want to lose the weight before you start lifting weights. Otherwise, your arms will look big and what people call "buff."

Not OP or PP either. I have the same problem. Short of surgery, I think there's nothing to do but practice acceptance.

Build up your shoulders (which is also great for making your waist look smaller)

I used to see a woman at my old gym who was always on the rower. Her arms looked fantastic.

Pushups. Every day.

I was able to make a pretty noticeable difference with endurance cardio (for weight loss) and upper body weight training. You have to heavily focus on your triceps and biceps to build shape. I do find that if I work my chest and shoulders as well, the whole area looks much better in sleeveless shirts, dresses etc.

Try Tunde's arm program or Rebecca Kennedy's 5 day split on Peloton to take the guess work out of it.
