I'd move to Buenos Aires. Wouldn't want a really small town, you'd have access to good schools and getting to nature and smaller towns is very easy.

Rio is fine. You watch too much TV and read scary and salacious articles. Want to be safe in Rio? Easy. Don't go to crime ridden areas. It is uncanny how similar that is to someplace like DC. Or Paris. Or London. Or New York.
