The department of Ed has the smallest staff of all of the cabinet level agencies. All of the money goes to title 1, Pell grants, special education, and federal student loans. Stripping title 1 funding would be very very bad for a lot of public school’s districts.

The states decide their standards. Some states voted to adopt common core and some didn’t. VA has its own standards. The school districts then get to choose their own materials so long as it aligns with the state standards. There is no national curriculum.
