They have implemented policies which are contrary to evidence and common sense/decency (like dumping violent criminals in Ward 3 apartment buildings and doing nothing as those psychopaths terrorized formerly nice communities, or dumping millions of dollars into “violence interrupters,” or overpaying millions of dollars to landlords to take voucher tenants, or legalizing juvenile crime… the list goes on forever). Our city leaders, who are so transparently corrupt, need to be punished. Home rule needs to be partly abrogated (I doubt they’ll completely do away with it) to restore sanity and order to our city
If you really think Trump is going to do anything positive for DC ir any blue state/ city. He only cares about himself

I mean it is an utter disgrace the level of tolerance for ATVs and dirt bikes the city has, and they even have torn up the national mall with them. It is anarchy and the iron hammer needs to be brought down to restore order.
DC also once let out a teenaged serial killer, who murdered multiple people and shot a few others during attempted murders, to roam the streets free. Literal insanity.
They’ve done a lot under the banner of progressivism and selective “evidence based” policies that are simply tantamount to leniency for violent crime:

It’s insane. The city council up and decides it just didn’t want anyone to go to jail.
We should look to El Salvador and its lowering of murders by 95% when it locked all the criminals up.
You posted the article describing the crash on Rock Creek Parkway where a drive with $12k in outstanding tickets killed three people. But in June yet another driver with $4k in outstanding tickets killed a pedestrian crossing Foxhall Rd. As far as we know, that driver has faced no consequences whatsoever and is probably still driving around DC. The only response of the DC government it seems has been to commit to "examining" the intersection where the pedestrian was killed (https://www.nbcwashington.com/news/local/transportation/ddot-to-examine-intersection-where-77-year-old-woman-was-struck-and-killed/3639860/).
My point was the district, in their decision to allow dangerous drivers to renew their licenses no matter how many speeding tickets they got, balanced public safety with the economics of poor people. It was inequitable to take away drivers licenses for any reason. I wonder how Trump’s control board will look at that policy.

Is there anything he actually has the power to do about the lack of consequences for youth perpetrators across the metro area?

The city council has proven they can’t tackle crime. Progressive criminal justice is an abject failure. The housing voucher program is a disaster where people take advantage of not paying their rent for years at the tune of hundreds of millions of dollars in loses. I am a liberal who lives in dc. I can’t believe Trump won. But if there is one slight hope it’s that he cleans the city up and cracks the fk down on car jackers.
