Seriously, people don't wash their clothing after each use, wash their hands after bathroom/regularly, cough/breathe germs on it and so much more. They are kids. Leave them alone.

No, I don't think that's the ONLY reason, but definitely a big reason. Also, there are signs literally everywhere that shoes don't belong on seats. I'm not sure what point you're trying to make but public transport belongs to all of us and all of us need to take care of it.
