That being said, I work with lawyers who have had the same problem.
I hope OP’s child learned a lesson and ends their procrastination.

I really think all other colleges don’t care
But, get real, not a computer glitch
Right, Michigan is the exception. I agree that most colleges do not care.

They are upset that one college that very much favors EA over RD the application was submitted 1 min late because the computer went into a spin when they hit enter at 11:58pm - by the time it finally resolved and was able to go through it was 12:01. Is it worth reaching out to someone? Who should they reach out to? Common app? School? Admissions officer who visited school?

I would immediately have your DC send emails to each admissions office, explaining what happened (without trying to make excuses) and expressing hope that they will still be considered for EA. You can then ask your HS college counselor Monday morning for any further advice. It may work, and it may not, but you won't know unless you try.
My DC had an experience submitting an application for an academic program near the last minute, at which point the platform had crashed, undoubtedly a sign that they were not alone in their procrastination. It finally submitted about an hour after the deadline. DC immediately emailed the program coordinator, and was told that the application would be considered. And as a result of that experience, they never again will submit close to the deadline.
Good luck OP.
