They aren't assigned to any one league, tournament, club, etc. Each league, tournament, house league, etc has an assignor. There are like 4 main assignors that handle most of the assigning for youth games in Northern Virginia for ECNL, ECNL-R, EDP, NCSL, and just about all the tournaments Icebreaker to Heritage to Nations Cup to Dulles Cup to Wags to Cannon Cup to the Virginian to Rec All star tournaments etc etc. As a referee, I can look on an app or website for all the games available for each assignor. The assignors also blast all the referees with their open matches at least weekly (one seems to blast us every day). All these tournaments pay about the same so it's not like the best refs climb over each other to get assigned to matches for a certain tournament. Some years I might do Wags, some years I may not. Some years I may do the Virginian, some years I may not. And this goes for all the referees I'm sure. On these tournament weekends, where there are like 2 or 3 tournaments, there are not enough referees for all of the matches so the assignors will take whoever they can get, so some matches will have good referees, some matches will have the bad referees. So no one tournament gets the newer referees and the referees for the Virginian are no worse (or no better) than any other tournament at this level. If that's your experience, then it's just a coincidence. Some of the same referees that referee MLS NEXT, ECNL, EDP, etc also ref in the Virginian and Herndon All-Star tournament for example. It's just luck who you get. For example, one day I was the side referee for a one off U12 girls game and the center was a National Level referee who had to go to Richmond right after to center a college match. You never know who you will get. Now I'm rambling. Sorry.
Thank you for your contribution to youth sports, stay safe out there plenty of crack head mom and dad.
