Your con list for A is much shorter and less significant (imo) than your con list for B. Question: if B weren't ranked higher, would it even be in the running?

I’d go with A, simply bc it’s more convenient to home. This is a priority- easy access to public transit to escape and come home, or easy drive for parent to ferry back/forth. Then they don’t feel stuck and can get a good meal or nights sleep or shower at home.

You have to know your kid. My DD picked her whole list mostly on strength of major. She's had a passion for the field for years, had exposure to it throughout high school, and it's really impossible to see her doing something else. Her particular path in the field is up in the air but the general field won't change. So a school that had a depth of offerings in that was the top priority. So for her A would be the choice.

They say they will be very happy at either. I can see how it might not read that way as I’m picking them apart. We toured a lot when we were back in states and they benefited as tagalong on older brother and sister’s over the years.

My DD chose a school based on her discrete major, knowing that if she switched to something more generic, school A would be a better name on resume down the road than others.
